A command tool that provides functionalities such as:
 - `init` to create an empty Spark Package, 
 - `zip` to create a `Release Artifact` in order to make a release on the Spark Packages website.
 - `register` to register your package on Spark Packages from the command line!
 - `publish` to make a new release for your Spark Package from the command line!

How to
